Accountability & MCAS

The Massachusetts Accountability System is the set of policies and practices that the state uses to measure and hold schools and districts responsible for raising student achievement for all students, and to prompt and support improvement where necessary. 

The Massachusetts Accountability System includes data from the Massachusetts Comprehensive Assessment System (MCAS) as well as data from important additional indicators beyond student test scores, such as graduation rates and access to advanced coursework.  A school district, and each school within the district are both collectively and independently part of the Accountability System.

Massachusetts Department of Elementary and Secondary Education (DESE) reports the recent  MCAS and Accountability System Information results.

Student Opportunity Act

The Student Opportunity Act (SOA) (Chapter 132 of the Acts of 2019) changed Chapter 70 funding in 2019.  This was done for the purposes of:

  • addressing persistent disparities in achievement among student subgroups,

  • improving educational opportunities for all students,

  • sharing best practices for improving classroom learning, and

  • supporting efficiencies within and across schools.

The Act requires all districts to:

  • Focus on closing gaps for student groups least-well served

  • Select and implement evidence-based practices (EBP)

  • Identify metrics to track effectiveness 

  • Provide updates on implementation 

  • Submit annual progress reports to the Department of Elementary and Secondary Education
